Juvenile Justice Compliance Monitoring

The Juvenile Justice Compliance Monitor:

  • Identifies all facilities in Maryland that might hold juveniles pursuant to public authority.
  • Classifies the identified facilities as:
    1. Secure juvenile detention or correctional facilities;
    2. Adult prisons;
    3. Adult jails;
    4. Adult lockups or;
    5. Other types of secure or non-secure facilities.
  • Conducts on-site inspections to determine compliance with the core protections of the JJDP Act, and to ensure that each facility's classification and record keeping is accurate.
  • Collects information from all facilities on the monitoring universe to verify compliance with the JJDP Act.
  • Submits an annual compliance monitoring report to the Office of Juvenile Justice and Delinquency Prevention (OJJDP).
  • Provides technical assistance training
  • Maintains the Compliance Universe Database
  • Works closely with other state agencies to resolve compliance monitoring issues that arise.
